TRANSFORMATIVE LEADERSHIP IN PUBLIC SERVICE
The Case of National Water and Sewerage Corporation, Uganda, 2013–2020
Between March 2013 and March 2020, Uganda’s water and sanitation sector experienced a period of remarkable transformation under the leadership of Eng. Dr. Christopher Ebal as Chairman of the Board of Directors at the National Water & Sewerage Corporation (NW&SC). In this memoir, Dr. Ebal goes beyond the formality of reports and statistics to share the human side of leadership—his personal experiences, pivotal decisions, and the institutional dynamics that shaped one of Uganda’s most vital public utilities. With candor and reflection, he reveals the challenges faced, the milestones achieved, and the collective spirit of the men and women who made progress possible. More than just a record of service, this book is a leadership case study, an institutional history, and a source of inspiration for professionals in public service, governance, and infrastructure management. It is the story of a journey that transformed not only an institution but also left a lasting mark on the nation.

FROM THE CORRIDORS OF THE UGANDA JUDICIARY:
My Journey From 1998–2024: A Memoir
This book captures a journey of engineering, leadership, and public service within one of Uganda’s most important institutions. Beginning with his transition from academia and civil engineering into the Uganda Judiciary, Chris Ebal reflects on nearly three decades of service as Commissioner for Engineering and Technical Services, revealing the often unseen technical foundations that support the administration of justice. Through personal experiences, challenges, and triumphs, he highlights how infrastructure, planning, accountability, and innovation contribute to building a stronger justice system. At the heart of this memoir is the story of landmark projects, particularly the design and construction of the Supreme Court and Court of Appeal buildings—projects that became symbols of national capacity, institutional transformation, and a lifelong commitment to excellence. Beyond buildings and engineering, the book explores lessons in leadership, resilience, integrity, teamwork, governance, and the human side of public service.
